School Policy on Cultural Consideration

1. Introduction

Pakistani Islamic Private School, Al Ain (PIPS) recognizes the United Arab Emirates as a diverse and culturally
rich society that upholds tolerance, respect, and harmony among its residents. The UAE’s educational institutions host students and staff from many cultural backgrounds who contribute positively to the school community.

As a school operating under ADEK regulations, PIPS is committed to promoting respect for UAE culture,
national identity, and Islamic values. This policy ensures that all school practices, learning materials, and community interactions are aligned with the UAE’s cultural and legal framework.

2. Purpose

The purpose of this policy is to:

  • Provide guidance to school staff, students, and parents on UAE cultural considerations and
  • Ensure that all teaching, learning, and co-curricular activities align with the UAE’s national identity and cultural values.
  • Prevent the use of content, language, or practices that contradict the UAE’s social, moral, or religious
  • Foster respect, understanding, and cultural harmony within the school

3. Definitions

Cultural Consideration: Awareness and understanding of appropriate cultural topics, symbols, and behaviors relevant to UAE society.

Culture: The set of values, traditions, beliefs, and practices that define a society’s way of life.

Indoctrination: Biased teaching that promotes specific doctrines, ideologies, or beliefs in an unbalanced manner.

Legislation: UAE laws, policies, directives, and regulations governing behavior and education.

National Identity: The social and moral values that reflect Emirati heritage, traditions, and loyalty to the UAE.

Teaching and Learning Resources: Any printed, visual, or digital material that supports classroom instruction or student learning.

4. Policy Guidelines

4.1  Adherence to UAE Legislation

All members of the PIPS school community must comply with UAE laws and ADEK policies, including:

  • The UAE Constitution (Article 44) – respect for public morals and
  • Federal Decree Law (18) of 2020 on Private Education.
  • Federal Decree Law (31) of 2021 on Crimes and Penalties.
  • MoE Circulars on National Identity and Safe School

The Principal shall ensure that all school practices, curriculum content, and learning resources comply with UAE cultural norms and Islamic values.

4.2  Cultural Consideration in School Practices

1.  Induction and Awareness Training

  • All new staff, students, and parents shall receive orientation on UAE cultural and national identity
  • Annual refresher sessions shall be conducted to maintain

2.  Vetting of Teaching and Learning Resources

The Resource Selection Committee (RSC) shall review all textbooks, digital media, and other learning materials to ensure they are free from culturally inappropriate content.

The review shall ensure that no materials promote or depict:

  • Drug, alcohol, or tobacco use
  • Violence, gambling, or extremist ideas
  • Alternative gender identity or sexual orientation topics
  • Political or religious indoctrination
  • Any content that contradicts Islamic teachings or UAE values

3.  Observation of National and Cultural Practices

  • Daily singing of the UAE National Anthem.
  • Observance of UAE national events and holidays, such as National Day, Flag Day, and Commemoration Day.
  • Display of only UAE national flags and portraits of UAE leaders as per ADEK and government guidelines

4.  Monitoring School Communication

The school will monitor newsletters, social media, and parent communication platforms to ensure adherence to this policy and to maintain cultural respect and professionalism.

5.  Reporting and Response

  • Any violation of this policy shall be reported to the Principal
  • The school shall maintain clear documentation and take corrective action following ADEK

4.3  Conduct Expectations for the School Community

When addressing sensitive or potentially controversial topics:

  • Topics such as human biology, evolution, or reproduction shall be taught factually and modestly, ensuring cultural sensitivity.
  • Parents shall be notified in advance of such lessons and may request written exemption for their
  • Content involving wars, revolutions, or violent conflicts shall be taught objectively and age-
  • Any controversial content related to global current events shall follow UAE government

High-stakes exam content involving sensitive themes shall be taught only after ADEK approval.

5. Role and Responsibilities

Teachers: Use only approved and vetted resources.- Ensure classroom discussions respect UAE culture and Islamic principles.- Avoid indoctrination or biased viewpoints.- Report any inappropriate materials to senior leaders.- Maintain professional communication and appearance.

Senior Leaders: Approve lesson plans and materials.- Supervise instruction to ensure compliance.- Monitor online and digital learning tools for cultural appropriateness.- Report non-compliance to the Principal.

Head Librarian: Vet all library and digital resources.- Maintain records of approved and rejected materials.- Regularly review resource lists for ongoing compliance.- Report non-compliant materials for removal.

Principal: Form and lead the Resource Selection Committee.- Oversee the vetting and approval of learning materials.- Ensure staff and parent awareness of this policy.- Report any violations to ADEK and take corrective action.- Ensure parents monitor their children’s internet use at home and report concerns.

6. Compliance 

  • This policy is mandatory from January
  • ADEK may review school compliance at any
  • Non-compliance with this policy may lead to sanctions, including written warnings, fines, or administrative action, as per ADEK regulations.
